Public space & Public art in the Municipality of Palilula, city of Belgrade 2014/2015

About course:

Art in public city spaces, Public Art Public Space engaged in training students to plan, design and implement projects to improve the spatial aspects of the public sphere/public space and their activation (re) design using different art forms and means. The overall objective of the program is to acquaint students with the types, forms and conditions of the realization of architectural urban-art projects in the public sphere/space which is accomplished interdisciplinary for artists, architects, planners and designers, as well as various forms of public participation and local communities in the planning, design and implementation. Teaching the course is focused on exploring the content, structure, and process conditions implementation of Public Art projects and defining criteria their evaluation (for the basic course). For the advanced course teaching will deal with research facilities and the planning and management of Public Art - and application of acquired knowledge and skills in the implementation of a specific project.

Topic specific:

The area of specific topic research for this year course (winter semester 2014/2015) is Municipality of Palilula, city of Belgrade, which collaborate wtih Faculty of Architecture, University of Belgrade, trough this course; with the expert support of Urban Planning Institute of Belgrade.

The topic of the course(s) was to explore the possibilities for improvement of small, ephemeral public spaces at the territory of the Municipality of Palilula (City of Belgrade) by using public art. After defining the general characteristics and qualities, 31 locations were chosen as the public spaces of interest with the highest improvement potentials. Then, public art as a possible and appropriate approach to the improvement was examined.

Any of 31 locations was elaborated by the group of students according to the 3 previously mentioned criteria. Firstly, general characteristics were defined: shape, size, the structure of the space. Secondly, the quality of public space was determined: accessibility, connections, uses and activities, sociability, comfort, image, identity and meaning. Thirdly and finally, public art was studied: present and opportune spaces of public art are identified and analyzed (potentials of the locations for realization of diverse forms of public art are listed and inspected). In parallel, the potential effects of probable project proposals were tested. Spatial and/or thematic networking of all proposed solutions was researched.

Key quality requests successful realization of public art is its contribution, and highlighting the identity of place. A precondition for the realization is collaboration with the local community and local authorities, representatives of public enterprises, particularly from Urban Planning Institute of Belgrade, as well as respectable experts and artists from Serbia and abroad.
